Alicia dela Rosa-Bala is the current Chairperson of the central human resource agency of the Philippines government, the Civil Service Commission (CSC).
Prior to her appointment, she was the Undersecretary for Policy and Plans of the Department of Social Welfare and Development (DSWD) where she has had tremendous experience having worked there for 39 years. She was also the Deputy Secretary-General for the ASEAN Socio-Cultural Community Department in Jakarta, Indonesia from 2012 – 15. She was recognized for her contribution to ASEAN by ambassadors of member-countries at the conclusion of her term.
In 2010, Chairperson Bala was appointed as the country’s first child rights representative to the ASEAN Commission for the Promotion and the Protection of the Rights of Women and Children. She was also the first elected head of the first session of the Commission on Social Development, United Nations Economic and Social Commission for Asia and Pacific in 2008.
